JIBONDINGA - Proposed Incentivization Scheme

Introduction

Ferry services play a crucial role in the State of Assam as local people make use of these ferry services to meet their needs, thus, saving a considerable amount of time & cost which would otherwise have to be spent using other modes of transport (road, rail, etc.) to reach destination along the river or on the other bank of the river.

The fleet of vessels majorly comprises (i) IWT Ferry boats, (ii) Long haul and short haul service providers from the private sector providing passenger transport, cruise and tourism, and freight transport purposes and (iii) Country boats run by private individuals for access to farms and public services. 

The semi-mechanised wooden country boats in particular are currently equipped through unconventional means and some have outlived their useful lives. These boats need to be retrofitted or replaced and are targeted under the scheme.

Objective
 
  • The primary objective of ‘JIBONDINGA’  scheme is to provide financial incentives to registered boat owners and micro entrepreneurs which will enable them to provide safe, secure and sustainable ferry service operations in Assam and become part of the overall IWT landscape of the State.
  • This scheme also aims at gender empowerment by providing training and employment opportunities to budding women entrepreneurs in this sector.
  • This would be achieved by survey and registration of unregistered country boats which are in good condition, retrofitting/replacement of existing country boats which are in dilapidated condition, construction or acquisition of new boats, all complying with safety as well as regulatory stipulations, as per standardised designs & specifications certified by the Nodal Agency and run by trained & competent boatmen.
  • The scheme would also extend to all registered service providers including the country boat owners, enabling the employment of trained crew and support staff, and adopt the operating guidelines for safe and sustainable operations.
  • It also plans to establish Standard Operating Procedures (SOPs) at Ghats/terminals and engage qualified personnel to be named ‘JALASARATHI’, to keep vigil on compliance of safety norms and procedures.
  • The scheme also envisages generation of direct and indirect employment, development of skill set and competence through capacity building and expansion of the regulatory base to ensure compliance.
     
The Transport Department, Government of Assam will act as the Nodal department for the Scheme and Directorate of IWT Assam shall be the State Level Nodal Agency for implementation of the Scheme.
 
The scheme shall be applicable to any private boat owners who operate it in the State, including individual entrepreneur as well as women self-help group, who wants to be self-employed as service providers in IWT sector by
a) Purchasing a new mechanised boat;
b) replacing/retrofitting the existing boat by a safe, lawful, mechanised boat which is worthy of registration and plying for the purpose of ferrying passengers and cargo commercially, fulfilling all safety and regulatory requirements.
